甘德强，浙江大学电气学院教授，长期从事电力系统稳定分析与控制研究。他1994年获西安交通大学电气工程博士学位，94年2月至98年4月在日本茨城大学，美国中佛罗里达大学，美国康乃尔大学从事研究工作。98年4月至02年4月在美国新英格兰独立调度公司（东北六州电网调度中心）任分析员，高级分析员。02年4月起奉职浙江大学，2009～2013年任电气学院副院长。甘德强参加了国家电网，华东电网，华中电网，华北电网，西北电网，云南电网，重庆电网，浙江电网，广东电网， Alstom，Fuji Electrical Systems等许多公司资助的科研项目。此外，他的研究工作还得到了国家科技部、国家自然科学基金等机构的资助。甘德强亲历了美国新英格兰电力市场的创建，编写了市场监管程序，应用于该市场运行。他著有70余篇英文国际期刊论文，以及英文著作Electricity Markets and Power System Economics, Taylor & Francis LLC, Boca Raton, Florida, U.S.A., January 2014。甘德强是European Transactions on Electrical Power编辑(Editor，2007～2014)，中国电机工程学会常务理事（2009～2014）。
