冯洋，四川乐山人，浙江大学光华法学院副教授，博士生导师，浙江大学公法与比较法研究所执行所长，浙江大学立法研究院院长助理，在中国政法大学先后取得法学学士和行政法硕士学位，在荷兰鹿特丹伊拉斯姆斯大学取得法学博士学位，研究兴趣集中在数字法治（隐私与个人信息、数据、网络安全、平台、算力）、公法的实证研究、地方立法的理论与实践、宪法理论与宪法思想史。在International Journal of Law, Crime and Justice、Computer Law & Security Review、International Review of Economics and Finance、《政法论坛》《当代法学》《行政法学研究》《浙江学刊》等英文、中文学术期刊发表论文若干；在“Ashgate Publishing”、“Wolf Legal Publishers”、浙江大学出版社等出版社出版英文专著两本、编著二本；主持国家社科青年项目一项，获博士后面上一等资助等。曾于浙江省经信厅云计算与大数据发展处挂职（2023-2024），担任杭州市第十四届人大常委会立法咨询委员会委员、浙江省消防救援总队法务中心特约研究员、浙江省宪法学与立法学研究会副秘书长、杭州市法学会保障政法干部依法履职委员会委员、《西安交通大学学报（社科版）》青年编委，入选2020年度浙江省“钱江人才计划”和浙江省第五批“之江青年社科学者行动计划”。受委托主持起草或作为核心专家起草、论证《《浙江省公共数据条例》《浙江省绿色低碳转型促进条例》《浙江省消防条例》等多部省级和市级立法草案。 在公法学、数字法学等方向招收博士研究生与硕士研究生。博士生应“学术化”，经过四年的研究式学习，除了满足博士毕业的要求外，还应当具备较强的综合能力与认知水平，更为重要的是保有对于学术研究的持续兴趣，在未来漫长的职业生涯中持续进步、收获。硕士研究生应当“社会化”，除了完成学业外，还应当在这一关键的发展期里尽可能地在法律共同体中浸润，通过开展课题研究、立法实务、实习锻炼，增长见识，做好择业的准备。 Books 冯洋（主编）：《数据合规与网络安全风险防范》，法律出版社2024年版。 专著：冯洋：《智慧法院建设：诉讼平台与规则》，法律出版社2023年版。 专著：Yang Feng, China's Legislative Decentralization in the Reform Era (1978-present): Progress and Limitations (Tilburg: Wolf Legal Publishers, 2018).
