程乐，浙江文成人，先后就读于中国政法大学（学士）、浙江大学（硕士）、西南政法大学（硕士）、香港城市大学（博士）；现任浙江大学求是特聘教授（科研岗），光华法学院光华特聘教授，网络空间安全学院兼聘教授，国际战略与法律研究院常务副院长，网络空间国际治理研究基地（国家网信办与教育部联合设立）执行主任、首席科学家，国家制度研究院特聘研究员。 九三学社浙江省委员会委员、思想建设工作委员会主任、内部监督委员会委员，九三学社浙江大学委员会副主委、参政议政委员会主任；浙江省“五个一批”领军人才（理论界），中央网信办、省委网信办、省法工委专家。 曾任香港理工大学博士后研究员，香港城市大学助理教授，浙江大学外事处副处长（挂职）、外国语言文化与国际交流学院教授、院长助理、副院长、副院长（主持工作）、光华法学院双聘教授。 爱思唯尔（Elsevier）高被引学者，国家社科基金重大课题评审专家。主要研究方向包括国际法、网络治理与数字法治、制度性话语、符号学、法律话语与翻译等。近年来，已在SSCI、A&HCI及Legal Journal Index等国际权威期刊中发表论文100余篇，并与Routledge、De Gruyter、Springer、Cambridge University Press、浙江大学出版社、中国人民大学出版社、中国政法大学出版社等国内外知名出版社合作出版专著、编著、译著40余部。主持包括国家社科基金重大课题、国家网信办重大委托课题在内的项目20余项，获含党和国家领导人批示、采用的智库成果30余项。 主要作品——专著、编著及译著 1.
