2005年毕业于中国人民大学统计学院，现为北京师范大学社会发展与公共政策学院副教授。刘凤芹致力于贫困与社会保障、公益行为、量化研究方法等领域的研究；曾先后在《中国社会科学》、《统计研究》、《Nonprofit and Voluntary Sector Quarterly》、《VOLUNTAS: International Journal of Voluntary and Nonprofit Organizations》等学术刊物发表中英文学术论文20余篇，主持过十几项社会保障或公益行为方面的科学研究项目。
